Based on the "Global Data Security Initiative," it actively participates in the formulation of international rules and digital technology standards related to data flow, data security, certification and evaluation, and digital currency.Adhering to open development, it promotes the orderly two-way cross-border flow of data, encourages domestic and foreign enterprises and organizations to carry out cross-border data flow business cooperation in accordance with laws and regulations, supports foreign investment entering open fields in compliance with laws and regulations, and promotes the formation of a fair and competitive international market. For typical application scenarios such as cross-border e-commerce, cross-border payment, supply chain management, and service outsourcing, it explores safe and standardized methods for cross-border data flow. It coordinates data development and utilization with data security protection, exploring the establishment of a cross-border data classification and grading management mechanism. Activities related to data processing, cross-border data transmission, and foreign mergers and acquisitions that affect or may affect national security are subject to national security review in accordance with laws and regulations.According to the principle of reciprocity, it implements export controls on data that are subject to regulation and related to maintaining national security and interests, as well as fulfilling international obligations, ensuring that data is used for legitimate purposes and preventing security risks associated with data exiting the country. It explores the construction of a multi-channel and facilitative regulatory mechanism for cross-border data flow and improves the regulatory system for cross-border data flow through multi-departmental coordination and cooperation.
