We do not want to see a mixed economy where the tax rate jumps from 5% to 95%.If we can design the economics so that the fees for both L1 and L2 reliably accumulate far from zero (i.e., with lower variance in the ratio), many people would be more satisfied. We need to maintain an ecosystem that makes the Ethereum community feel like they are part of the same team, including aspects of technical interoperability, values/culture, and economics. EIP-7762, Base Rolls, and other forms of fee sharing are valuable starting points.
