On April 17, the "2021 Internet Yuelu Summit · Wanbao Blockchain Forum" successfully concluded in Loudi, Hunan, marking the first large-scale demonstration of Loudi's ambition and exploration as a "chain city" to the outside world. Although Loudi is not a provincial capital and is not widely known nationwide, its depth and breadth in blockchain exploration surpass that of most cities, making the hosting of this forum a natural outcome.
Currently, Loudi has introduced over 40 companies, including Chain City Digital Technology, Smart Government Affairs, Defang Zhichain, and Chain City Data, and has implemented 11 application scenarios such as real estate, digital civil affairs, and financing for small and medium-sized enterprises. The first provincial-level blockchain industrial park in Hunan has also officially settled in the Wanbao New District of Loudi.
According to Professor Cai Liang, Executive Deputy Director of the Blockchain Research Center at Zhejiang University, Loudi's achievements in the development of the blockchain industry can be attributed to two key factors: "First, the Loudi municipal government seized the opportunity for blockchain industry development, starting its exploration of blockchain applications as early as 2016. Second, the Loudi Municipal Party Committee and government place great importance on and support the development of the blockchain industry."
To further understand the implementation of blockchain technology in Loudi, Chain Catcher reporters specifically interviewed Wang Chao, General Manager of Hunan Smart Government Affairs Blockchain Technology Co., Ltd., during this forum.
It is reported that Hunan Smart Government Affairs Blockchain Technology Co., Ltd. has been dedicated to blockchain technology research and development since May 2018 and launched the Loudi Real Estate Blockchain Information Sharing Platform at the end of that year, issuing the country's first blockchain electronic certificate for real estate. This project, as the first implemented application scenario in the field of government services in Loudi, has bridged the "last mile" of information sharing and management collaboration in Loudi, holding significant symbolic meaning.
When asked why they developed a blockchain solution for the real estate scenario, Wang Chao stated that real estate registration is a crucial point in optimizing the business environment in China, with a very high level of complexity in the business itself. There are 108 subcategories of registration types, 23 government departments that use the registration results, and 27 government departments involved in calling external data during the registration process. Therefore, optimizing the real estate registration process is a concentrated reflection of the informatization of government services, data sharing, and business collaboration.
"The entire real estate registration in Loudi is real-time and fully on-chain, which means that within three seconds after the completion of real estate registration, all data will be synchronized to the blockchain," Wang Chao said. Since the full implementation of real estate certificate on-chain in Loudi in December 2020, over 270,000 real estate registrations have been put on-chain.
At the same time, more than 38 departments of the Loudi municipal government, including land, taxation, and housing, have accessed the real estate blockchain information sharing platform, truly achieving "one-window acceptance and one-stop completion," effectively improving the level of "release, management, and service," and genuinely ensuring that "data runs more, and the public runs less."
Next, the Loudi Real Estate Blockchain Information Sharing Platform will also promote the implementation of the C2C process for real estate transactions, providing ordinary citizens with complete financial services such as evaluation, mortgage, guarantee, assistance in loan applications, and notarization when handling real estate registration, as well as on-site tax payment by the tax bureau, non-face-to-face registration for real estate, and non-face-to-face online signing in the integrated government service process.
"The implementation process has not always been smooth; we have taken many detours along the way, including standard formulation, data management methods, and permission control methods. The platform we are currently using is actually already at version 3.0," Wang Chao told Chain Catcher, "This is thanks to the support of the Loudi Municipal Party Committee and government in both business and technology, as well as their willingness to bear and tolerate the risks of project failure."
In Wang Chao's view, the practice of blockchain in government scenarios is currently in the implementation phase of basic infrastructure, more focused on breaking down data barriers. However, transitioning from breaking down data barriers to optimizing business processes, and then to the public enjoying the benefits brought by these processes, requires a relatively long period.
With the hosting of this Wanbao Blockchain Forum and the release of the Wanbao Consensus, the value of blockchain technology is increasingly recognized by more officials and scholars, which will undoubtedly promote the progress of blockchain technology implementation and bring more benefits and conveniences to citizens in various regions.
