It is reported that Vine is a free mobile application owned by Twitter (now named X), allowing users to create short clips of up to 10 seconds and share them on social networks like Twitter and Facebook. Twitter announced on October 27, 2016, that it would shut down Vine as part of the company's restructuring plan, and videos that have been uploaded will not be deleted.
