The Aptos node v1.16.3 has been updated

This update aims to enhance system stability and security, ensuring smooth network operation. It includes the addition of a procedural macro bytecode_spec to allow the definition of inline specifications for Move bytecode instructions in Rust; and the addition of a runtime environment outside the VM. This environment can be used for caching and may be shared between VM instances.
