After deprecation, all privacy features will be removed from the Horizen mainchain at the consensus level. This means that after this change, ZEN will no longer be considered a privacy coin. Horizen states that the purpose of deprecating the Horizen mainchain shielded pools is to ensure that Horizen uses privacy technology in a correct and sustainable manner, mitigating regulatory threats.

The deprecation of the Horizen mainchain shielded pools will be implemented as part of the upcoming mandatory software upgrade ZEN 4.1, with the testnet being deprecated in August this year and the mainnet in September. (Source link)
