Chain Catcher News, Ethereum co-founder Vitalik Buterin stated that builder power can be constrained through partial block auctions to address centralization risks, primarily introducing two possible methods: Inclusion Lists and Proposer Suffixes.

In the Inclusion Lists model, proposers provide a list of transactions that must be included in the block, unless builders can completely fill the block with other transactions. This design is relatively simple, but its weaknesses include: incentive compatibility issues; additional burden on proposers; builders can still engage in some abusive behaviors; and partial enshrining is needed for account abstraction to work.

Another construction method allows proposers to create a suffix for the block. Builders do not see information about the proposer's intent when constructing the block, while proposers can add any transactions that builders may have missed at the end. This approach reduces incentive compatibility issues, although it may increase the burden on proposers, proposers will gain some MEV opportunities between getting responses from builders and the necessity to publish the block.

In any case, we need to minimize the power and information of builders while also minimizing the burden imposed on proposers, which clearly indicates the need for some third-party intervention in block production. (Source link)
